Spring has Arrived in Williamsville!

Dear Neighbours,

The Williamsville Annual Town Hall was held on April 12th. Ryan Leary, City of Kingston Senior Planner, Heritage, was the main presenter. His talk focused on Kingston history and recent efforts to inventory the built heritage resources in the Williamsville area particularly along the Princess Street corridor. Councillor Jim Neill and community organizations actively involved in our lives in Williamsville also made short presentations. Thank you to Pat Hodge for her work putting together this successful town hall.

There are several planning items that may be of interest to Williamsville residents.

1. May 2nd. City Council: Interim Control By-Law

Staff have considered the feedback received from the public, along with the merits, limitations and risks of using an Interim Control By-Law and recommend that an Interim Control By-Law in the Near Campus Neighbourhoods not be implemented at this time. Instead, staff recommend an alternative approach that includes short and long-term recommendations. The full report is available on the City’s website.

2. May 8th: Public Consultation

A public consultation session will look at options and receive input for closure of Napier Street, betw03een Brock and Mack. The meeting will be held on Monday May 8 between 6:00 PM – 7:30 PM at Winston Churchill School, 530 Earl St. For additional information go to the Napier Street Closure project page. Offer your comments by Friday, May 12 to Julie Salter-Keane, community projects manager.

3. May 10th: Prestige Development

Councillor Jim Neill and developer Darryl Firsten invite you to the following meeting concerning a proposed major development in the WMSS area.

4. OMB Appeal 671 Brock Street

The community group opposed to the development of St Joseph/ St Mary school site have filed appeals to the OMB. They have formed the Sunnyside Neighbourhood Association and will be looking for support from everyone who is concerned about the proposed development and its implications for this Williamsville neighbourhood. 5. Jane’s Walk: May 5th -May 7th

This year’s Jane’s Walks are an eclectic mix of the old and the new, of neighbourhoods and campuses. Imagine the war ships that were built on RMC’s grounds, once the dockyard of the Royal Navy. As you walk along Bagot St. hear the oral histories recorded by the Swamp Ward and Inner Harbour History Project. Discover the historic neighbourhoods of Barriefield and Kingscourt with current residents as your guide. Explore the site of the old Morton brewery that has become a modern arts hub for the city and Queen’s, encompassing the Tett Centre and the Isabel.

More details of the walks, start times, accessibility and start location can be found on the Jane’s Walk website. The walks are free and take place Friday May 5th, Saturday May 6th and Sunday May 7th mornings and afternoons, rain or shine.

6. The Farmers’ Market at the Memorial Centre

Every Sunday on the grass 9AM to 2PM. For more information, please visit the Market’s Facebook page.

  • May 7: Grand Reopening, featuring live music by Bobby Smith, crafts and activities celebrating spring.
  • May 14: Mother’s Day Picnic, featuring crafts, music by Kitchen Gypsies and treats for mom. Representatives from the YMCA’s Youth Recreation and Summer Camp will lead activities for children.

7. Friends of the Memorial Centre

The Kingston Memorial Centre is an active, living, historic legacy that has benefited Williamsville residents for generations. We are looking for help and ideas from interested locals who want to see it sustained and preserved. We invite your input.

Friends of the Memorial Centre is a committee of neighbourhood folks who are working to:

  1. Communicate with both Council and city officials about the monitoring of current maintenance issues at the facility and then by lobbying for regular and reliable grounds upkeep.
  2. Collaborate with the Kingston and District Agricultural Fair and the Memorial Centre Farmers’ Market on projects of mutual interest.
  3. Assist with the creation and implementation of any new ideas and projects that Williamsville residents would like to see happen at the site.

1. Williamsville Community Association Spring Town Hall – Wednesday April 12th

Our annual town hall meeting starts at 7:00pm at St. Luke’s Church Hall, 236 Nelson Street at Princess. Come and hear our guest speaker Ryan Leary, Heritage Planner with the City of Kingston, talk on heritage in Williamsville. There will also be a series of short updates and time to chat with Williamsville Councillor Jim Neill.

2. Williamsville On-Street Parking Program update

City staff have prepared a summary of the consultation and comments received from residents and other stakeholders following the January meeting regarding the on-street parking program in the Williamsville neighbourhood. There were many questions at this session and in follow-up correspondence with residents of the Williamsville area. A digest of these questions along with information/answers prepared by City staff has been prepared to share with all those that have asked to be kept informed about the project. The primary themes around which comments have been provided or questions have been asked include:

  • the need for and goals of the program;
  • a desire for an on-street parking option to be available, especially by residents who do not have a parking option or live on a street that currently has restrictions;
  • the requirement for and associated cost of the residential parking permit;
  • the requirement for uniform time restrictions rather than alternate side parking;
  • the need for additional accessible parking spaces;
  • the impact of time of day restrictions on daycare operations.

The summary can be accessed on the City’s website.

Staff have considered these comments, completed a review of the permits fees, and explored best practices in other municipalities to refine the program recommendations that will be made to Council.

A staff report on this project is expected to go to a meeting of the City’s Environment, Infrastructure, and Transportation Policies Committee (EITP) on April 11th. The report will include the recommended changes that were presented at the January 11th meeting with an updated recommendation on the pricing of the residential permit. The update recommends that Council reduce the existing $30/month residential parking permit fee to $25/month and introduce a $12/month residential parking permit fee for those residents that do not have a driveway or on-site parking. This new $12 option is intended to further recognize that an affordable parking option for residents that do not have any parking, especially those that are low income, is an important aspect of the program.

3. “Our Neighbourhood” Meeting

Takes place Tuesday April 11th – at St. Luke’s Church Hall starting at 7:00pm. One of the topics will be the status of the former school property at Brock and Napier Streets.

February happenings

Dear Neighbours,

We are almost at the mid-point of February and it seems as if winter has just arrived, but the days are getting noticeably longer and the birds chirpier. We hope you find opportunity to get out and enjoy some winter activities.

You probably received a few emails following the last Williamsville newsletter and were puzzled as to why you were receiving them. We had a small problem which we have resolved. The WCA email list is used to circulate information about upcoming activities and events in Williamsville and items that will have an effect on our neighbourhoods. Your email address is not used for any other purpose nor is it made available to anyone. The email distribution system is designed so that no one can see anyone else’s email address.

The email list is not intended as a forum for discussion of concerns. However, we recognize that there may be neighbourhood issues to be discussed and if there is anyone in the WCA who would like to be involved in managing a system for on-line conversations, please let us know.

1. Walk On Program – at the M-Centre

Tuesday, Wednesday & Thursday 9:00 to 10:00am. Offered through Kingston, Frontenac Lennox and Addington Public Health in partnership with the City of Kingston and Limestone District School Board, challenges Kingstonians to get out during the winter and stay active by walking. Other locations in Kingston include Invista Centre Monday, Wednesday & Friday 9-10am, LaSalle Secondary School Wednesday 5:30-6:30pm, and Rideau Heights Public School Tuesday 5:30-6:30pm. 2. Official Plan Update Thursday February 16

Staff will present a final draft of the Official Plan along with a recommendation to Planning Committee on February 16, 2017 at 6:30pm in Council Chambers, City Hall. A copy of the final draft has been posted on the project webpage. Revisions made in advancing the final draft have been summarized in a document also available via the webpage (see “Summary of Revisions”).

3. M-Centre Market

Open Sunday 10am to 2pm in Princess St. United Church Hall, corner of Albert & Princess. Come for seasonal produce, delicious prepared foods, crafts and a variety of locally made products, music and kids activities. A delicious pancake breakfast will be on offer March 26th.

4. Street Closing Public Consultation Wednesday February 22

Winston Churchill School 6:00 – 7:30pm. A public consultation session will look at the implications of closing Napier Street, between Brock and Mack. “Late last year, council asked City staff to explore the desirability and implications of closing this stretch of Napier Street,” says Julie Salter-Keane, community projects manager.

Come to Winston Churchill School, 530 Earl St. from 6 to 7:30 p.m. on Wednesday, February 22 to provide your input into council’s proposal. Or go to the City’s website to review the proposal and submit your comments to Julie Salter-Keane, community projects manager (jsalter-keane@cityofkingston.ca) by Friday, February 24.

The portion of Napier Street under discussion runs between Churchill Park and 671 Brock St., a former school property. That property is under consideration to be redeveloped to include public parkland, affordable housing and private market housing. The City’s website has details on 671 Brock St..

5. Public Engagement Framework

An invitation from Lanie Hurdle, Commissioner, Community Services & Deputy CAO’. Following a series of public consultations in 2016, the City of Kingston has developed a draft Public Engagement Framework. As with the first set of consultations, the City has planned a number of ways Kingstonians can choose to offer input on the draft Framework. Our goal is to develop an engagement process that will be clear, fair and collaborative as we develop plans, policies and positions on issues facing our community.

SURVEY

We will be asking the public to review the draft Public Engagement Framework and provide input in the form of a survey. The survey will be live mid-February.

OPEN HOUSE

We are hosting an open house on Wednesday, March 8th from 4-7 p.m. at Portsmouth Olympic Harbour, 53 Yonge Street. Drop by the open house to learn more about the draft Public Engagement Framework and offer input.

You are encouraged to participate and provide input on the framework.

NEXT STEPS

We will compile comments and make updates to the draft Public Engagement Framework.

6. University District Summit

On Feb 11th, members of the WCA met with other residents, Queen’s students and staff, city staff and councillors, and landlords for the University District Summit organized by the AMS Municipal Affairs Commission. The goal of the well organized meeting was to look for solutions to problems surrounding where and how students live. Much of the discussion was based on the results of this survey which appears to show that the majority of students who replied would prefer to live in a “family detached house” for up to 5 students. We expect to receive a summary of the input from the day long event.

Greetings and best wishes for 2017 as we start this new year. We hope that you had a peaceful holiday, and we look forward to good things for Williamsville in the year to come. Here are a few items to get you started:

1. Thursday January 12 – Williamsville North On-Street Parking Public Info Session

The City began consultation and evaluation work in the neighbourhood last summer looking at the on-street parking regulations and whether changes, including on-street permits, were warranted to address some of the parking issues that have been observed. Since the first public information session last June City staff have been mapping the area, consulting with stakeholders and developing a proposal to recommend to Council.

Prior to finalizing the recommendation to Council staff will host an information session outlining the proposed changes on Thursday, Jan 12 at 6:00p.m. in the meeting room at Princess Street United Church (484 Albert Street). This meeting will allow residents and stakeholders to view the potential changes to parking regulations at both a neighbourhood and street level and will afford staff an opportunity to answer any questions and hear comments about the proposal. Mapping of the proposed on-street parking regulations for the Williamsville area north of Princess Street can be found on the City’s website.

The project website allows an opportunity for you to review the information before the meeting or to provide comments if you are not able to attend in person. If you cannot attend the meeting and/or wish to provide comments back to Ian Semple electronically please send him an email or give a phone call (work: 613-546-4291 ext. 2306 or cell: 613-453-1585).

At the information session staff will also provide a brief presentation beginning at 6:15 p.m. that speaks to:

  • Rationale for undertaking the on-street parking study and the size of area that was considered
  • Resident and other stakeholder comments received to date and how these comments have been incorporated into the proposal
  • An overview of the changes proposed for on-street parking
  • Review of the residential parking permit, the need for the permit, and the associated fee
  • Next steps

2. AMS Housing Survey

Please assist our friends of Queen’s Alma Mater Society. This is an opportunity for those living near campus to “rate” and/or discuss their experiences in terms of interactions with students and their housing. This survey is distributed to students, landlords, and residents, in order to get a range of opinions; and will be used to drive the discussions occurring at the University District Summit being planned for February.

3. Electric pole line reconstruction to affect Williamsville district

Ongoing until March 2017, Utilities Kingston will reconstruct overhead pole lines in the Williamsville district that have reached the end of their useful life. The utility is providing this notice to let customers know about power outages, street disruptions and tree trimming that will be needed over the coming months to help facilitate the work. The project will help ensure the continued safety and reliability of the Kingston Hydro electricity distribution system that is operated and maintained by Utilities Kingston. The work is part of a capital plan, approved by the Ontario Energy Board in Kingston Hydro’s five-year electricity distribution plan that determined the company’s electricity distribution rates effective January 1, 2016 through to 2020.

The following streets will be affected:

  • Division Street, between Concession and Princess . Adelaide Street, between Division and Alfred . Stanley Street, between Division and Alfred
  • York Street, between Division and Pine . Chatham Street, between York and Princess . Linton Street, off Chatham . Elm Street, between Chatham and Alfred

As part of this work, Utilities Kingston will:

  • Install new utility poles, reducing the number of poles from 69 to 60 for efficiency.
  • Install nearly three kilometres of overhead electric lines.
  • Replace 20 transformers.
  • Relocate hydro poles to the opposite side of the street on Division Street (between Concession and Pine, and Colborne and Raglan). This will improve safety and allow us to bring equipment up to today’s standards.

The work will also result in improved system redundancy to reduce future power outages. Residents should be prepared for the following disruptions over the coming months:

Power outages:

This reconstruction project will require power outages. Utilities Kingston will make every effort to provide as much notice to customers as possible, using news releases, social media and website updates, as appropriate.

Street disruptions:

This work will also require lane reductions, lane closures and road closures. The availability of parking may also be reduced at times.

Tree trimming and removals:

To maintain proper clearances around power lines for safety reasons, Utilities Kingston will trim or remove some trees. Did you know? For every one tree removed, Kingston Hydro funds the planting of two trees in the city.

If you’re considering new trees or shrubs near power lines, know the right trees to plant in the right place for electrical safety – with information from the Electrical Safety Authority. 5. Memorial Centre Market – now open Sundays in Princess Street United Church Hall

The market is open Sundays 10am to 2pm at Princess St. United Church Hall, 484 Albert Street, corner of Princess & Albert now through April. There’s still a great variety of produce, crafts and prepared meals, as well as music and kids activities.

Goodbye to Fall

Dear Neighbours,

Although we had a long run of very pleasant fall weather, the reality of the change of season has hit with lots of the white stuff. There are, however, many events and activities in and around Williamsville in the coming weeks that you may be interested in. City of Kingston Zoning By-Law Update

Right now, the City has five zoning bylaws regulating property-use in Kingston. Once completed, the City-wide Zoning Bylaw will guide how people use land and buildings – and what kinds of buildings can be built where.

  • Parking and other amenities and features.

  • We provided systematic scrutiny of proposed changes to the Official Plan
  • We spoke up for the Heritage Kingston committee

More Fall Williamsville Happenings

Dear Neighbours,

As the days get shorter and cooler, there are many things happening in Williamsville neighbourhoods in the coming weeks.

The following item is for information to anyone interested from the Sunnyside neighbourhood parkland.

1. Notice Re: Meeting Concerning St. Joseph/St Mary Site

Council will be considering a motion to reconsider their current proposal for the above site on November 1. Many people have asked those who are involved with the neighbourhood issue how they might contact councillors and what they might write. Therefore, on Tuesday, October 25, people who are interested in discussing the ‘next steps’ in this ongoing debate are invited to come to a meeting at St. Luke’s Church Hall from 7 p.m. – 9 p.m. This will not be a meeting with city staff – just those who are interested in pursuing more parkland for this site.

End of Summer

1. Williamsville Parking Survey

As a follow up to the on-street parking program information session that was held in your neighbourhood in June the City has prepared an online survey to gather additional input from residents. The survey is on the City’s website now. It is short survey geared towards the on-street parking needs specific to the residential users in your neighbourhood but any and all comments are welcome. The survey closes September 9.

The City’s parking website has also been updated with the presentations from the information session, frequently asked questions, and a map of the potential area.

2. Kingston Gets Active Month

September 2 to 30 – encourages healthy living with 151 free activities. Improve your health by trying a new sport or participating in a wellness challenge during Kingston Gets Active Month. The event offers 151 free activities at facilities throughout the city. The City of Kingston is one of many community organizations offering free activities during the month-long campaign.

During Kingston Gets Active, you can:

  • Try a new sport such as fencing, swimming, yoga, curling, cheerleading, kickboxing or skating.
  • Pick up a free Kingston Transit pass at Artillery Park Aquatic Centre to help you get to KGA Month activities.
  • Like Kingston Gets Active on Facebook to receive daily updates on free activities being offered.
  • Borrow a free Play Kit from the KGA Play Library.

The schedule of KGA Month activities and locations can be found online. Kingston Gets Active is an effort by Canadian Sport for Life Kingston, which seeks to improve the quality of sport and physical activity of Kingston residents.

3. Fall Programs Start in Williamsville – there are many organizations offering a variety of activities and programs in Williamsville, so why not check them out.

  • YMCA – programming throughout the fall
  • Janati Yoga – still has community yoga at the M-Centre Farmers’ Market Sunday morning from 10:00 to 11:00 until Thanksgiving. Fall programs also available

  • 5678 Dance Studio – term starts September 12

4. New Development Proposal for Williamsville

The City has provided notice of a new development proposal for Princess Street to stretch the whole block from Frontenac to Albert on the north side. Podium Development is proposing to construct an 11-storey building comprised of 456 units with 610 bedrooms (309 units will be bachelor apartments, the rest will be mostly two bedroom units with some a few one bedroom and some three bedroom units) with 132 parking spaces. There will be commercial space on the ground floor. There are a number of significant variances being requested. The parkland dedication land will be provided on the south side of Princess Street running from Albert Street to Taylored Training. Although not yet confirmed, it is anticipated that the public meeting for the project will be held on Thursday 6 October in the Council Chambers at City Hall. 5. Town Hall with Councillor Jim Neill

6. Empty Bowls October 23

Martha’s Table 17th annual fundraiser is held at the University Club. Tickets are only $35 each – with admission you get to choose a one of a kind hand made pottery bowl, choose soup from at least 18 local restaurants, enjoy dessert and tea/coffee, silent auction room all surrounded by live music!

Hot Summer Happenings

Yes it’s a hot one, and we hope that you are having fun, staying cool, and keeping safe through this summer. Here are a few items of interest and a request for volunteers.

1. August 21st – Picnic in the Park

The Williamsville Community Association is working with the Memorial Centre Farmers’ Market to organize fun and games for all ages for Picnic in the Park. This event will be held on Sunday August 21st. Come and enjoy some fresh corn and watermelon with your friends and neighbours. There will be music plus all the regular market booths.

We need some volunteers to help with the games and to sit at our community table to tell people about our association. Please call Joan at 613 545-9862 if you have a couple of hours to spare to help out between 10AM and 1PM.

2. Official Plan Open House

Draft 4 is now available for review. There is an open house Wednesday August 10th at City Hall starting at 5:00pm and presentation on Draft 4 at 6:00pm.

“We continue to refine the Official Plan Update with input from the public and we want to show how that input has been reflected in this latest revision of this important, city-shaping document,” says Greg Newman, manager, policy planning. 3. Construction at the M-Centre

If you have noticed something going on at the grandstand, here’s what’s happening. There is also some work happening around the barns.

The grandstands at the Memorial Centre are undergoing a facelift. Work to repair the concrete grandstands begins July 27 and take approximately three weeks. For safety purposes, construction fencing will be put up around the grandstands and that area of the facility will be unavailable for public use until the work is completed. The rest of the Memorial Centre remains open to residents. Memorial Centre is located at 303 York St. and is home to the Memorial Centre Farmers’ Market, held on Sundays during the summer months. Construction updates will be posted on the City’s Facebook and Twitter accounts and online.

A Couple More Things

There are a couple more items that missed the previous circulation – Playground improvements at the M-Centre and Third Avenue Park, and summer programs at the Kingston School of Art.

1. City seeks input on upgrades to Memorial Centre and Third Avenue playgrounds

Wednesday June 29th from 7:00 – 9:00pm at St Peter Catholic School, 48 Seventh Ave. If you can’t make the meeting you can provide input by email. We’ve been waiting for these for a couple of years, so please come out and let your voice be heard!

Come learn about proposed playground improvements for the Memorial Centre playground and surrounding park area and Third Avenue Park. The City of Kingston is seeking your input at a public meeting set for 7 to 9 p.m. on Wednesday, June 29 at St. Peter Catholic School, 48 Seventh Ave.

  • Proposed improvements to Third Avenue Park include a new playground, seating, pathways and landscaping.
  • Proposed improvements to the playground and surrounding park area at the Memorial Centre include additional playground equipment, seating, picnic tables and pathways.

The City is also seeking feedback on accessibility as it relates to both sites under the Accessibility for Ontarians with Disabilities Act (AODA), in accordance with Ontario Regulation 191/11.

There are several items coming up in the next few weeks that may be of interest from parking and pedestrian crossings to strawberry socials and archery. Please take a look and see what interests you concerning Williamsville.

1. Wednesday June 15th – On-Street Parking Program Public Information Session

The City is hosting an information session about on-street parking concerns and program options within the Williamsville area next Wednesday, June 15th at 6pm in the auditorium of St. Luke’s Church at 236 Nelson Street. City staff are aware of some of the parking concerns faced by residents in the area, primarily related to non-resident use of the on-street parking supply, raised by residents and the WCA last fall. Please attend this meeting to learn more about the program and provide input on the parking concerns that you have in the area. See the map of the area under consideration (Princess, Macdonnell, Concession, Division) and if you cannot attend you can email comments to Ian Semple, transportation service development manager at isemple@cityofkingston.ca or call 546-4291 ext. 2306.

3. Pedestrian Safety While Crossing Sir John A. Macdonald Boulevard

Concerns have been raised about the lack of safe pedestrian crossings between Bath Road and Johnson Street. The recently formed Sir John A Macdonald Safety Working Group has been meeting and discussing the issue with councillors for Williamsville, Portsmouth and Sydenham Districts and city staff. An online petition has been organized and outlines the details of the concerns. The working group, made up of residents from Williamsville, Portsmouth and Sydenham, would appreciate neighbourhood support to help bring about a solution. The Festival will be held this year, June 22-26. The park starts getting busy on Friday, June 24, and the busiest days in the park will be Saturday, June 25 and Sunday, June 26.
